How should Fleets (guilds) work in STO?

I wanted to open up a discussion of this nature, given the fact some fleets are already forming, or have been around for some time now.

Just how would you like fleets to operate within ST:O?

What are some features you would like to see?

How would the command structure within a fleet work with the ranking system of the rest of the server?

What sorts of organization and structure does your fleet already have that you would like to see within ST:O?

Should their be a vessel limit?

Should their be a rank cap based on the highest available ranking officer?

Well, I'd like to be able to use the rank structure that's in place in my fleet in the in-game-fleet too. But I see how this might be a problem, considering the game itself also uses those ranks. I don't really have an idea how to solve that, right now, but I'm sure some ppl will soon. :)

Well one thing that a lot of MMO's seem to allow is some form of Ranking structure within the guild itself, by that its usually preaty generic, however many MMO's actually allow you to issue customized names to those ranks so they tend to match your guilds theme

   That is a handy tool. I hope it is incorporated.
