Advancing Technology in STO

Lets assume that STO starts off with 2 Factions, how would you, the community feel about players contributing to a resource and mission pool to advance and unlock certain technologies which would gain an advantage.  A similar mechanic would be WoW's new island which unlocks certain areas on their new island, and SWG's restuss event.  Applying this to STO, factions would start off with a pre-set array of technologies.  Lets say people contribute 1 Million units to the Federation, they will then advance a tier to lets say an advancement in phaser technology, perhaps Starfleet could put out a vote with a deadline as to what technology is needed to be advanced, and thats whagt will be produced.  Romulans, could work towards things like enhanced cloak, and distuptors, etc.  /discuss

  Well from what I think I saw from the STO site there is a potential for divergent technologies for bieng developed.  Just as the pen and paper SFC did when they got the licence to make a trek combat game off of the original series, it soon got a life of it's own with some very different and creative technologies like the tractor/repulse beam weapon that shakes a vessel apart to hellbores and fast drones.

   I'm not saying these things will be in STO but the potential for different tech could be possible giving STO a kind of life of it's own.
