Good day to you all who are interested in joining a mature fleet that is predominantly located in the oceanic area of the planet Earth,

Firstly, i must tell you that we are a majority english speaking fleet that is mainly made up from, but NOT LIMITED TO, Australians and New Zealanders.

Please read the Rules and Regulations listed in Post #2 & Post #3, this is the law that ALL ANZAC officers must abide by and adhere to.

There is a current Member list detailed on post #4, this reflects our inactive and active fleet members, some of us, have chosen to remain inactive in our fleet until closer to release, this will not affect your standings in any way, but by being active on our forums and showing your face and letting us get to know you, will do nothing but improve your chances for promotion and maybe a fleet posting as they become available.

On Post #5 there is a basic application form that we ask you to cut and paste, and use it as a template for your application into our fleet, which i implore you to send via our forums, which will be listed in post #6.

Post #6 is a run down of our Fleet, lists our website and forums, provides links to our banners and logos, and names some of our council members.

I - PREAMBLE

Article I.
The Starfleet Australian New Zealand Allied Command (herein referred to as "ANZAC") is a fleet open to the officers of Starfleet.
It is the goal of ANZAC to protect, aid, defend, and develop it's members and itself, to superiority in the universe of Star Trek Online (herein referred to as "STO").
All officers within ANZAC are expected to abide by this charter.

II - PREREQUISITES FOR MEMBERSHIP

Article I.
The following prerequisites must be met in order to secure a commision and the ability to advance to other positions within ANZAC.

Section 1. All applying officers may not be part of another alliance at the time of their application to ANZAC.
Section 2. All applying officers must register on ANZAC forums.
Section 3. All applying officers must have read this charter.
Section 4. All applying officers must be at least 16 years of age or of good character.

Article II.
From a period commencing immediately after the application for acceptance into ANZAC,
and to a date no earlier than resignation of an officers commision from ANZAC, all officers will adhere to this charter with no exception.

III - ESTABLISHMENT OF RIGHTS
Article I.
Each officer of ANZAC holds the right to free speech within ANZAC.
A forum for the people will be provided so that each officer may freely air its grievances, suggest improvements, propose legislation to be voted on by the Council, and generally speak its mind.
However, the Fleet Admiral and Command Staff retain the right to edit any posts made by members for the sake of clarity and organization,
not censorship (save in instances as required by greater law), as well as the right to restrict conversing publicly on specific sensitive issues and during crises in order to ensure a unified and clear message.

Article II.
Any officer currently represented in ANZAC has the right to resign at any time if he/she so wishes.
However, resigning officers are required to submit a formal letter of resignation to the current Chief of Staff and Chief of Personnel.
If an officer wishes to be readmitted into ANZAC, the officer must follow the same admission guidelines as first-time applicants.
However, the Fleet Admiral and Command Staff retain the right to restrict membership flow during times of war and mandate reprocussions for desertion.

IV - CODE OF CONDUCT

Article I.
All officers of ANZAC will abide by the following rules in conjunction with Starfleet General Order 34.

Section 1. All officers will respect every individuals gender, both in ANZAC and the STO Community at large.
At no time will any officer make any inflammatory comment, implication or remark, in discussion or argument, that one gender is in any way, superior or inferior.

Section 2. All officers will respect the religon of other officers, both in ANZAC and the STO Community at large.
At no time will any officer make any inflammatory comment, implication or remark, in discussion or argument as to the validity of anothers religion.

Section 3. All officers will respect the race of other officers, both in ANZAC and the STO Community at large.
At no time will any officer make any inflammatory comment, implication or remark, in discussion or argument in regards to another persons racial traits or heritage.

Article II.
All officers of ANZAC will abide by the following guidlines for interaction with other players both in character and out of character

Section 1. Interactions with other officers of ANZAC or the STO Community on the ANZAC forums will at all times be kept civil.
Foul language, insults and any inflamatory remarks will be dealt with in accordance with Articles III and IV of the Code of Conduct.
Should any issue arrise, between two officers of ANZAC or between an officer and the member of another fleet, they are to immediately contact the JAG Officer to affect a resolution.

Section 2. Interactions with members of the STO Community and other officers of ANZAC on the STO forums will at all times be kept civil.
Foul language, insults and any inflamatory remarks will be dealt with in accordance with Articles III and IV of the ANZAC Code of Conduct.

Section 3. At no time will any officer leak materials marked as sensitive, or any information in regards to the status of ANZAC to any non-member of ANZAC.
To do so is considered treason.

Section 4. At all times, all officers will act in a manner and display the maturity befitting a Starfleet Officer.

Section 5. At no stage will an officer lie.


Article III.
Any breaches of the Code of Conduct will be dealt with by the Judge Advocate General Officer of ANZAC.
It is the responsiblity of all officers to report any breach of the Code of Conduct to the JAG Officer.
It is the responsibility of the Command Staff to ensure that any and all hostile parties are placed in the brig temporarily until the situation can be rectified by the JAG Officer and punishment, if applicable is applied.
Should an offense occur on the STO Community forums, or another fleets forums, the penalty shall be increased in severity by one level.

Article IV.
The JAG Officer is authorised to apply the following disciplinary measures in accordance with Article III of the Code of Conduct.

Section 1. For any infraction, an officer in ANZAC will receive 1 infraction mark. Each infraction mark increases the severity of discipline for repeat offences.

Section 2. Should an officer at any stage breach anything laid out within the charter as a first time offence,
the punishment shall range from reduced forum and/or fleet priveleges, to a probationary period of anything up to one month including reduced forum priveleges at the discretion of the JAG Officer,
to be based solely on the severity of the infraction.

Section 3. Should an officer at any stage breach anything laid out within the charter as a second offence,
the punishment shall range from a probationary period of up to 1 month and may or may not include reduced forum and fleet priveleges, to a recommendation of discommendation and possible demotion.
The severity of the punishment is at the discretion of the JAG Officer and shall be based of the severity of the infraction, and the time since the last infraction.

Section 4. Should an officer at any stage breach anything laid out within the charter as a third offence, the punishment shall range from immediate demotion and discommendation to loss of commision and expulsion from ANZAC with no option to re-apply at any time. The severity of the punishment is at the discretion of the JAG Officer and shall be based of the severity of the infraction, and the time since the last infraction.

Section 5. Should any officer reach a fourth infraction the punishment shall be removal of commision within ANZAC and expulsion with no option to re-apply at any time.

Section 6. Should an officer commit treason, the punishment is removal of an officers commision within ANZAC and immediate expulsion from every ANZAC network.
The offender will be placed on an exclusive Kill on Sight list. treason must be proved beyond a shadow of a doubt.
The evidence must be 100% conclusive, and there must be zero contradictory evidence.
A Commitee consisting of 2 officers of the general ranks, two Council or Command Staff officers and the JAG Officer will be created to determine if treason was in fact commited.
The commitee will be selected by the Chief of Staff and will not include him or her self.

V - EXECUTIVE

Article I.
The Executive Branch of ANZAC shall be comprised of and led by the Fleet Admiral. He or She is to be involved in all aspects of the game and all aspects of ANZAC,
with powers only limited where explicitly stated within the charter. The position of Fleet Admiral is perpetual, only ending upon the wish of the Fleet Admiral himself or by process of impeachment.

Article II.
The Chief of Staff, appointed by the Fleet Admiral with the advice and consent of the Council, shall serve as the second-in-command of the Executive Branch,
assisting the Fleet Admiral and fulfilling his various roles in a more limited scale.
The Chief of Staff retains all the powers of the Fleet Admiral save the ability to provide executive approval of legislation and appoint Council members.
The Chief of Staff is the head of the Command Staff. By default, the Chief of Staff is a member on the Council.

Article III.
Any legislation passed by the Council must first be approved and signed by the Fleet Admiral of ANZAC before it can be executed.
The Fleet Admiral reserves the right to veto any piece of legislation for any reason at any time. A Fleet Admiralís veto can be overridden by the unanimous vote of Parliament.

Article IV.
Should the Fleet Admiral abdicate or be removed from office, the Chief of Staff shall assume the role of acting Fleet Admiral.
Council will choose whether to retain the Chief of Staff as the new Fleet Admiral. The Chief of Staff, or any other candidate, can only take office permanently by the unanimous vote of Council.

Article V.
If an officer in any leadership position fails to fulfill expectations, abuses his or her powers, or does not have the confidence of ANZAC for any reason, a vote of Impeachment may be initiated.
For an Impeachment Vote to carry forth, at least five officers not of the Council or Command Staff and one Council Officer must put forth the leader to be voted upon and the reasons for impeachment.
An Impeachment Vote will take place among the general ranks for no less than 48 hours and no more than 72 hours. A super-majority of four-fifths is required to remove an official from office.
The Fleet Admiral or the Chief of Staff of ANZAC may also be removed by the unanimous vote of the Council.

VI - LEGISLATIVE

Article I.
Council, comprised of several officers, appointed by the Fleet Admiral at the Fleet Admirals discretion, who are selected from the Command Staff or from the general ranks,
will vote to ratify or reject amendments, to make laws and policies, and to decide other matters relating to the good of ANZAC and its Officers.
All council members may only vote once in any given matter, and no vote will wield more power over any other vote. All legislative votes need a simple majority to be passed.

Article II.
The Command Staff shall be designated and filled as such, with the Admiral in charge having total dominion over the affairs delegated to them, submitting only to the will of the Council and the Executive:

Section 1. The Chief of Personnel is responsible for all appointments to the Command Staff and all promotions of the officers of ANZAC.
The Chief of Personnel is the third in charge of ANZAC and acts as both the Chief of Personnel and Chief of Staff in the event the current Chief of Staff is required to become the Acting Fleet Admiral.

Section 2. The Chief of Recruiting is responsibile for maintaining a presence in the STO Community forums and in-game, for the purpose of recruiting new players to join ANZAC.

Section 3. The Chief of Strategic Operations is responsible for gathering intelligence from exploration to determine the best expansion choices for ANZAC Fleet.
Strategic Operations will also provide intelligence on the Klingon Empire and any other threats to the Federation.
It is also the final responsibility of the Chief of Strategic Operations to cooperate with the Chief of Intelligence to manage the documentation that best guides every officers individual development in-game.

Section 4. The Chief of Intelligence is responsible for keeping ANZAC up to date with the latest information regarding in-game mechanics.
He or She will also be required to provide an analysis of any information and explain how this will affect ANZAC and it's Officers.

Section 5. The Judge Advocate General Officer takes responsibility for ensuring that all officers of ANZAC maintain the standards set out in this charter,
and should any not, apply the appropriate remedial action or penance required to fit the situation.

Article III.
Senior Officers are chosen by the Chief of Personnel due to their experience, wisdom, maturity and above all commitment to ANZAC, which has on many occasions been on display for all to see.
They may be chosen from the general ranks, or selected from retiring staff who have served with honour and intelligence.
They will be granted responsibility, to act as moderators, mediators and advisors to ANZAC. They will also be given a rank befitting their actions.

VII - GENERAL RANKS

Article 1.
Upon formal acceptance of a non-members application to become an officer in ANZAC, the applicant will undergo a probationary period of no less than 28 days and no more than 31.
The applicant will be assigned the rank of Cadet 1st Year. Upon sucessful completion of each week, the Cadet will be promoted to the next Cadet rank.

Article 2.
Should a Cadet sucessfully complete his probationary period, the Chief of Personnel will choose either to accept or deny his application.
If the application is accepted, the Cadet will be given the commisioned rank of Ensign within ANZAC.
Should for any reason an applicant be denied, no application will be accepted from that person for a period of 6 months.

Article 3.
Promotion from Ensign and upwards is soley the discretion of the Chief of Personnel.
Officers will be promoted on forum and game activity, dedication to ANZAC above themselves and displaying good character.
Commander is the highest rank a commisioned officer can obtain without needing to take on additional responsibility.

VIII - AMENDMENT PROCESS

Article I.
If an officer finds that the Charter of ANZAC needs to be amended, they are to bring the correction to the attention of the Council.
An amendment will then be written and presented to the Council to be voted on. The amendment must pass with an 80% majority in addition to a vote from the Fleet Admiral to be ratified.
The Fleet Admiral's Veto can be overridden by the unanimous vote of the Council.
