Anyone know where to get resources other than scanning? Like a place to buy them.

I do not think there is a place to buy them at the moment.  You just have to scan them, collect them, and then you can use them for crafting.

That said - in Champions Online, there is a Commerce Exchange where players can buy, sell and trade crafting resources, so perhaps there is a similar place on the Starbases in STO?

I haven't looked so I can't be sure.

Yeah the in game exchange is your best bet!
