A lot of interesting things are happening here, the Romulans seem poised to return to their early days when the empire more closely followed a more martial philosophy, but they face a rough uphill battle. They face a war on three fronts, one; the rebels lead by Donatra, The Klingon incursion, which may or may not stop with the taking of Khitomer, And finally the war for the hearts and minds of the romulan people by the reunificationists. Surprisingly the Tal Shiar really dropped the ball here, especially with their reputation. Tal' Aura may need to clean house here and reinvigourate their much vaunted spy agency.
In federation legal matters, the doctor may find himself on the short end of the stick so to speak, as the mobile emitter ( to our knowledge ), only allows the doctor to move about more freely and has nothing to do with his existance per se beyond having more freedom to move around, and nothing to do with his exsistence as a sentient being. The only arguement that he could make is that without it, his ability to move about would be severely restricted.
However this situation, does bring up an interesting point however, regarding Data, or rather I should say B4. The scientist in question, in these cases, may decide to revisit the idea of sentience in the case of B4 and attempt to have him dissasembled for study. If so he could very possibly win the case this time around. It will be intersting to see if the devs think about this, and whether they think it's important enough to revisit.
