Did Star Trek writers read manga?

I was just wondering. I noticed the similarities between Astro Boy and Data. Astro Boy was created in 1951. He was created by "the god of manga" Osamu Tezuka. The most famous of Mr. Tezuka's stories are set in the future and are about man vs. machine.
